Water (usage) Charges are designed to recover the variable costs of operating a potable* water system based upon how much water a customer uses.
Water Debt Service Charges** are designed to recover fixed costs for debt repayment of capital improvements to the water system, without regard to quantity of customer use.
Sewer (usage) Charges are designed to recover the variable costs for collecting and treating sanitary sewage, based on how much water a customer uses.
Debt Debt Service Charges** are designed to recover fixed costs for debt repayment of capital improvements to the wastewater system, without regard to quantity of customer use.

*Potable water is suitable for drinking because it is clean and uncontaminated.
**Water and Sewer Debt Service Charges are applied to all customers. These service charges have been assessed by the City of Goddard for the duration of the repayment schedules.
Accounting for the water and wastewater (Sewer) funds is published in the City of Goddard Budget through Enterprise Funds supported by user fees similar to a private business enterprise. Enterprise funds fully recover their cost through customer fees.
